Head of prudential policy insurance, National Bank of Belgium (NBB)

Dieter Hendrickx holds an MSc degree in Business Engineering and an MSc degree in Financial and Actuarial Engineering from the Catholic University of Leuven, Belgium.

After having worked for close to four years in the Value and Risk Management Department of a large bancinsurance group in Belgium, he joined the Operational Supervision Department of the former CBFA (later: NBB) in April 2010. In January 2012, he moved to the Policy and Financial Stability Department of the NBB, where he was an adviser on Solvency II related policy issues and responsible for conducting stress tests and financial stability analyses for the Belgian insurance sector. From May 2017 to October 2018, he was seconded as a Financial Stability Expert to the secretariat of the European Systemic Risk Board, where he led the work on all insurance-related macroprudential matters. During these years, he was involved in several international working and project groups at the level of EIOPA, ESRB and IAIS.

In November 2018, Dieter was appointed as Head of prudential policy insurance at the NBB. He is currently a member of EIOPA’s Supervisory Steering Committee and an alternate voting member to the EIOPA Board of Supervisors. After having chaired the IAIS Macroprudential Monitoring Working Group (MMWG) since November 2019, he was appointed as the Chair of the IAIS Macroprudential Committee in June 2020. At the same time, he also became a member of the IAIS Executive Committee.

Commissioner, Massachusetts Division of Insurance
 

Gary D. Anderson was appointed Commissioner of the Massachusetts Division of Insurance by the Governor of Massachusetts on October 31, 2017. He joined the Massachusetts Division of Insurance as its First Deputy Commissioner in February of 2014.

Just prior to his role as the First Deputy, he served as a Policy Advisor and Senior Counsel in the Massachusetts Senate President’s Office, with responsibility for legal and policy development on matters specifically impacting the banking and insurance sectors.

Commissioner Anderson oversees a $60 billion insurance market in Massachusetts, with approximately 1,700 licensed insurance companies, 140,000 licensed producers/agents, and primary responsibility for solvency monitoring of roughly 80 domestic carriers, which include some of the largest insurance companies in the world. Solvency monitoring is achieved through constant off-site financial analysis and statutorily required periodic financial examinations.

In 2019, Commissioner Anderson was selected to Chair the National Association of Insurance Commissioners’ (NAIC) International Insurance Relations (G) Committee, and was again selected to continue in this role for 2020. He also serves on the NAIC’s Executive Committee. He was recently selected for another 2-year appointment to the International Association of Insurance Supervisors’ (IAIS) Executive Committee. Earlier this year, he was selected by the IAIS to chair the IAIS’s Policy Development Committee (PDC). He serves as the alternate state Commissioner on the United States’ Financial Stability Oversight Council, and was one of two U.S. Commissioners to participate this year on the Joint Committee established under the U.S.-EU Agreement on Prudential Measures Regarding Insurance and Reinsurance. Commissioner Anderson is the first Massachusetts Commissioner to hold these national and international leadership positions.

Commissioner Anderson is a graduate of Idaho State University and Albany Law School at Union University.

Victoria (Vicky) Saporta

Chair, IAIS Executive Committee
Executive Director of Prudential Policy Directorate, Bank of England

Vicky Saporta is Executive Director of Prudential Policy at the Bank of England and the Prudential Regulation Authority.

Vicky has held a number of positions in regulatory policy, financial stability and monetary analysis in a career spanning over 20 years at the Bank of England. Vicky was at the heart of the macro prudential and micro prudential policy reforms undertaken by the Bank after the global financial crisis.

Vicky has represented the Bank on numerous international committees dealing with central banking and regulatory issues. Vicky is currently Chair of the Executive Committee of the International Association of Insurance Supervisors and represents the Bank of England on the Basel Committee on Banking Supervision.

Vicky holds a PhD in Economics, MPhil in Finance from the University of Cambridge and a BSc in Mathematical Economics and Econometrics from the London School of Economics. She has published a number of articles in books, professional journals and Bank of England publications.

Jonathan Dixon

Secretary General, IAIS

Jonathan Dixon is Secretary General of the International Association of Insurance Supervisors (IAIS), with effect from 3 November 2017.

Prior to becoming Secretary General, he had a long association with the IAIS, having been a member of the IAIS Executive Committee since 2009 and Chair of its Implementation Committee since 2012. He also chaired the Governing Council of the Access to Insurance Initiative (A2ii), a joint initiative of the IAIS and development partners aimed at strengthening responsible and inclusive insurance.

Prior to joining the IAIS, Jonathan was Deputy Executive Officer at the Financial Services Board of South Africa, with responsibility for insurance regulation and supervision. He was appointed to this position by the Minister of Finance in 2008. Before that, he worked for 10 years for the National Treasury of South Africa on economic and financial sector policy issues.

Jonathan has a Master of Science in Economics from the London School of Economics.

Hiroshi Ota
Distinguished Fellow

Hiroshi Ota started his career at the Bank of Japan in 1992 and spent most of his time in bank supervision. He represented the Bank at the Accounting Task Force and the Liquidity Working Group of Basel Committee of Banking Supervision (BCBS), and then formed part of the off-site monitoring group in charge of foreign banks in Japan. He led the group from 2011 to 2013, following which he served as the Chief Representative at the Bank's representative office in Paris.

In July 2016, he joined the Financial Services Agency of Japan as Assistant Commissioner for International Affairs, then became Deputy Commissioner for International Affairs in December 2016. His main responsibility covered insurance regulatory issues from an international perspective. From November 2016 to November 2019, he served as Japan's representative on the IAIS' Executive Committee (as co-Vice Chair), the Policy Development Committee (formerly the Financial Stability and Technical Committee), the Macroprudential Committee, as well as several other IAIS committees and task forces.

In December 2019, he joined the Bank of Japan again and, since then, he is responsible for international affairs on bank supervisory issues, including the activities of the BCBS.

Elise Liebers
Distinguished Fellow

Prior to her departure in March 2020, Elise Liebers held the position of Senior Director at the National Association of Insurance Commissioners (NAIC) where she headed the International Policy & Market Surveillance division in the Financial Regulatory Affairs Department. In her role, among other responsibilities, Elise focused on national and international projects related to financial stability and macroprudential surveillance and led a team of technical experts. Elise also supported the state insurance regulator representative to the Financial Stability Oversight Council since its inception in 2010. Internationally, Elise was an active participant at the IAIS and served as Chair of the IAIS Policy Development Committee.

Before joining the NAIC, Elise worked at the Federal Reserve Bank of New York in the Financial Sector Policy and Analyses division within Banking Supervision where she was responsible for the evaluation of the risks and risk management at bank holding companies with insurance-related activities. In addition, Elise was responsible for assessing the risks posed by the insurance sector in its interactions with the broader financial markets. While at the Federal Reserve, Elise participated in various projects of the Joint Forum.
Prior to joining the Federal Reserve, Elise was the Deputy Chief Actuary for the New York Insurance Department where she was responsible for evaluating the adequacy of the loss reserves of property and casualty companies licensed in the state. In that role, she was also an active participant at the NAIC, having represented the New York Insurance Department on various NAIC task forces.

Elise is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries. Over the years, she has served on various Academy committees as well as served on the Academy's Board of Directors and was the 2018 recipient of the Academy's Robert J. Myers award for Public Service. Elise holds a Bachelor of Science degree in Mathematics.

Gabriel Bernardino
Chair, European Insurance and Occupational Pensions Authority (EIOPA) Member, IAIS Executive Committee

Gabriel Bernardino currently serves as Chair of the European Insurance and Occupational Pensions Authority (EIOPA). He is responsible for the strategic direction of EIOPA and represents the Authority at the Council of the European Union, the European Commission and the European Parliament. Gabriel prepares the work of EIOPA's Board of Supervisors and also chairs the meetings of the Board of Supervisors and the Management Board.
Gabriel is the first EIOPA Chair. He was elected by the Board of Supervisors of EIOPA on 10 January, 2011. His nomination followed a pre-selection of the European Commission and was confirmed by the European Parliament after a public hearing held on 1 February, 2011. Gabriel assumed his responsibilities on 1 March 2011 for a first five-year term. On 16 December 2015, the European Parliament confirmed his re-appointment for a second five-year term, which started on 1 March 2016.
Prior to his current role, Gabriel was the Director General of the Directorate for Development and Institutional Relations at the Instituto de Seguros de Portugal. He served in several positions of increasing responsibility since he joined the ISP in 1989 and represented EIOPA's preceding organisation, CEIOPS, as Chairman between October 2009 and December 2010.

Geoff Summerhayes

Sustainability Champion, IAIS Executive Committee, Chair, IAIS Audit and Risk Committee Executive Board Member, Australian Prudential Regulation Authority (APRA)

Geoff Summerhayes is an Executive Board Member of the Australian Prudential Regulation Authority (APRA). His responsibilities include the oversight of the General, Life and Private Health Insurance sector.

He is a member of the Executive Committee of the IAIS and Chair of its Audit and Risk Committee.

Geoff is also Chair of the Sustainable Insurance Forum, which was established under the UN Environment Programme.

In January 2018, the IAIS Executive Committee appointed Geoff as its Sustainability Champion to facilitate and accelerate strategic consideration of sustainability topics by the IAIS.

Previously, Geoff was Chief Executive Officer of Suncorp Life from 2008 to 2015. Before joining Suncorp, he held a number of senior roles at the National Australia Bank in strategy, product and distribution. Prior to that, he was Chief Executive Officer of Retail Investment at MLC and also held senior roles at Lend Lease.

Geoff was also a director of the Australian Financial Services Council and was co-Chair of their Life Board Committee.

Peter Braumüller

Managing Director for Insurance and Pension Supervision, Austrian Financial Market Authority (FMA)

Before joining the newly established FMA in 2002, Peter Braumüller worked for the Austrian Ministry of Finance since 1983. In 1999, Peter was appointed Head of Insurance Supervision after having served as Head of unit for financial analysis, on-site inspections and accounting for more than five years.

Peter has had a distinguished career in the international arena. At the IAIS, he served as Chair of the Financial Stability Committee from 2009 to early 2013 and as Chair of the Executive Committee from 2008 until 2014. Currently, he is Chair of the IAIS Implementation and Assessment Committee. In the EU, he held the position of Vice Chair of CEIOPS from 2007 to 2009. From January 2011 until December 2014, he was a member of the EIOPA Management Board and since January 2015, he is the Vice-Chair of EIOPA. He is a member of the IAIS and IOPS Executive Committees and also chairs the Executive Committee and Governing Council of the Access-to-Insurance Initiative (A2ii).

Peter has degrees in law from the University of Vienna and actuarial science from the University of Technology in Vienna.

Olaf Sleijpen

Executive Director of Monetary Affairs
De Nederlandsche Bank

Professor Olaf Sleijpen joined the Governing Board as Executive Director of Monetary Affairs at De Nederlandsche Bank on 1 February 2020.

He is responsible for economic policy and research, financial stability, financial markets, payments and market infrastructure, cash operations and statistics. He is also an alternate member of the Governing Council of the European Central Bank.

Olaf holds several secondary positions. Since 2007, he has been Professor of European Economic Policy at the Maastricht School of Business and Economics. Also, he has chaired the Supervisory Board of the Blue Fund, a network that aims to support LGBTQ emancipation, since 2014. Since 2018, he has been a member of the Board of Trustees of the Peter Elverding Chair on Sustainable Business Regulation and Corporate Culture at Maastricht University.
Before joining the Governing Board, Olaf was Director of various supervision divisions. Between 2004 and 2011 he held various management positions at pension fund ABP and pension provider APG. Olaf worked previously for DNB between 1993 and 2004, as an economist and as the manager of our Communications Department. From 2001 to 2004, he was an adviser to ECB President Wim Duisenberg.
In 1992, Olaf graduated with honours in economics at the University of Maastricht. He obtained his PhD in economics at the University of Groningen in 1999.

Raymond G. Farmer

Director, South Carolina Department of Insurance, President of the NAIC

Ray Farmer has served as Director for the South Carolina Department of Insurance since former Governor Nikki Haley appointed him on November 13, 2012. He brings fifty years of experience in the insurance industry to his leadership role.

Ray served as the Deputy Insurance Commissioner of the Enforcement Division for the Georgia Department of Insurance and more recently Vice President for the American Insurance Association. He is a member of the State Bar of Georgia and a member of the Tort and Insurance Practice section, as well as the Workers’ Compensation section.

In 2014, he was named the Industry Person of the Year from the Independent Agents and Brokers of South Carolina. In 2017, he received The Order of the Palmetto from Governor Haley, the state's highest civilian honour awarded to citizens of South Carolina for extraordinary lifetime service and achievements of national or statewide significance. In 2018, he oversaw the passing of the Data Security Law – a law that is the first in the nation to require insurance companies to have a comprehensive and secure plan to protect consumer data. Ray also has the honour of being elected to serve as the President for the National Association of Insurance Commissioners (NAIC).

Ray is a native of Atlanta and he and his wife, Gayle, have two children and five grandchildren.

Ekhosuehi A. Iyahen

Secretary General,
Insurance Development Forum (IDF)

Ekhosuehi A. Iyahen is the Secretary General of the Insurance Development Forum (IDF), a Public-Private Partnership led by the insurance industry and supported by the World Bank and the United Nations, aiming to enhance the use of insurance to build greater resilience against disasters and to help achieve the United Nations Global 2030 Agenda (www.insdevforum.org).

Ekhosuehi has extensive experience working with Governments, international development agencies, private sector entities and academic institutions on public financial management and strengthening risk management and financing systems and the role of insurance.

She has been directly involved in establishing and operationalising a number of pioneering initiatives including regional risk pools in Africa, the Caribbean and the structuring of a novel tripartite agreement between the IDF, UNDP and the German Ministry of Economic Cooperation and Development to increase insurance protection in 20 climate-exposed countries.

She is a graduate of the London School of Economics and Political Science (LSE) and Harvard University, John F. Kennedy School of Government and was selected as a 2018 Rockefeller Foundation Bellagio Centre Resident Practitioner Fellow. She also serves as an expert advisor to the Centre for Disaster Protection and is a member of the SOAS Centre for Sustainable Finance Advisory Board.

Arup Chatterjee

Principal Financial Sector Specialist
Asian Development Bank

Arup Chatterjee is Principal Financial Sector Specialist at the Asian Development Bank (Manila, Philippines). He is responsible for leading financial sector development initiatives and providing operational support in financial sector reform and development, regulatory and supervisory oversight architecture, insurance, and Fintech. As the focal for insurance, he has advised on disaster risk financing, agriculture insurance, health insurance, pensions and social security reforms, and Takaful. He has earlier served with the International Association of Insurance Supervisors, Insurance Regulatory and Development Authority of India (IRDAI), and Ministry of Finance, Government of India.

Patricio Espinoza Arias

Head of Insurance Regulation Division, Commission for the Financial Market (CMF) of Chile

Patricio Espinoza has 30 years of experience in regulation and supervision of financial entities, specializing in insurance companies.

From 2015 to date, he has been in charge of the Insurance Regulation Division in the Commission for the Financial Market of Chile (CMF), leading regulatory modernization projects in the insurance market, within the new Risk Based Supervision approach.

Patricio is a member of the OECD Insurance and Private Pensions Committee and has been a member of its Bureau since 2019. Additionally, he has worked as a consultant for the World Bank and has more than 20 years of experience as a teacher at various universities from Chile.

Patricio has a background in Business Administrator from the University of Chile and has an MBA from IESE, University of Navarra, Spain.
